Release of Offshore Records Draws Worldwide Response

ICIJ’s investigative series on offshore secrecy – which draws from a cache of 2.5 million secret records – has ignited reactions around the globe.

Since the initial release of stories by the ICIJ and its media partners across the world, public officials have issued statements, governments have launched investigations, and politicians and journalists have been debating the implications of the records and the reporting.

Among the latest reactions and responses:

Russian Deputy Prime Minister Igor Shuvalov.

• Russian Deputy Prime Minister Igor Shuvalov is moving his offshore assets back to Russia after ICIJ's revelations that Shuvalov's wife Olga Shuvalova was either a shareholder or owner of several secretive offshore entities. The Shuvalovs had a declared income of $12.7 million in 2011, most of which was earned by Olga.
   
• Spanish political party Unión Progreso y Democracia submitted written questions to the Spanish Congress today in the wake of French president François Hollande's announcement that French banks had to declare their tax haven subsidiaries. The questions read: Is the government going to present in the European institutions any initiative to eradicate the tax havens within the Member States? and Is the government going to force banks to disclose the subsidiaries they have in tax havens and what are their activities?

Francois Hollande: called for tax havens to be "eradicated."

• French president François Hollande called for "eradication" of the world's tax havens and told French banks they must declare all of their subsidiaries. He also announced the creation of a special prosecutor to pursue cases of corruption and tax fraud. French government ministers have been ordered to declare their assets publicly within days.
   
• Luxembourg's Prime Minister Jean-Claude Juncker announced his country plans to lift bank secrecy rules for European Union citizens who have savings based in the country, ending decades of bank secrecy in Luxembourg. "We are following a global movement," Juncker told parliament in a state-of-the-nation address. The new transparency regime would begin in January 2015. Austria is now the only EU country not sharing data about bank depositors. In a recent interview, Austrian Vice Chancellor and Finance Minister Spindelegger Fekter said: “How much money someone has in the bank is a matter between the bank and the customer and is no one else’s business."
  
• Europe’s five biggest economic powers — Britain, France, Germany, Italy and Spain — announced they would begin regularly exchanging banking and tax information as a way of identifying tax dodgers and other financial wrongdoers.
  
• Meanwhile, the British Virgin Islands (BVI) authorities are not fans of the ICIJ investigation. The BVI premier and Finance Minister Orlando Smith told the South China Morning Post that "BVI authorities are actively investigating how this private information has been illicitly obtained and used to attack the BVI financial services industry, which operates compliantly within international guidelines and the law."
   
• Athens’ district attorney Panayota Fakou has started a preliminary probe to find out if Greeks who own offshore companies unearthed by the ICIJ investigation have evaded taxes or laundered money. According to the Greek newspaper Ta Nea, prosecutors will send information requests to British Virgin Islands’ financial authorities asking them to turn over records of 107 entities connected to Greek citizens.
• An investigation by Finnish State Televisionand ICIJ exposing the offshore connections of state-owned postal company Itella has been received with surprise by the Finnish Finance Minister, Jutta Urpilainen. The minister said that “state owned companies should be an example for other companies. That is why it is especially unacceptable that Itella owns a company in a tax haven.” Urpilainen said the Finnish government should adopt clear rules on the use of offshore jurisdictions by state-owned corporations and called tax havens “one of the biggest threats to the Finnish welfare state.”

• Canada's national revenue minister Gail Shea says the government may pursue the Canadian Broadcasting Corporation in court to force it to share the offshore leaks records.
   
• Quebec Premier Pauline Marois has declared that neither she, nor any other elected officials in her government have dealings in the offshore world. Marois also supported the handover of internal documents to Canadian authorities, stating the Quebec government would not hesitate to use "all legal means" to ensure this.
   
• French budget minister Bernard Cazeneuve joins the clamor from governments around the globe in urging ICIJ and its media partners to release the offshore tax haven files to them, to "aid justice and help them do their job." Le Monde's response: "It is up to the justice system to establish responsibilities at a time when the law might have been broken ... It is up to the press to enlighten the reader..."
   
• Austrian Chancellor Werner Faymann says he is ready to make concessions on banking secrecy, to bring the nation in step with Switzerland and Luxembourg. "Austria should participate in talks on banking secrecy,” Austrian Chancellor Werner Faymann declared to Die Presse.
   
• The European Commissioner for Taxation, Algirdas Šemeta, called for an automatic exchange of information between countries and a "tough common stance." "Recent developments, fuelled by the outcome of the Offshore Leaks, confirms the urgency for more and better action against tax evasion .... Now it is time to put words into action." He said he was "very pleased" to see many of the Member States reviewing where they stand on the issues and "intensifying their political will to act."
   
• The Swiss government has distinguised itself from other world governments by publicly stating it does not want access to the offshore leaks records. Finance minister Eveline Widmer-Schlumpf said Switzerland has worked hard in recent years to curb fraud and tax evasion and that much of the activity pointed to in the leaked documents can be perfectly legal. She says the Swiss government does not want access to the data as "it was acquired illegally and Bern wants no part of that".
   
• The Philippine Presidential Commission on Good Government probe into the disclosure that Maria Imelda Marcos Manotoc, the eldest daughter of the late dictator Ferdinand Marcos, was a beneficiary of a secret offshore trust in the British Virgin Islands, will release its report within two weeks.  “We are duty bound to investigate and, depending upon informed preliminary findings, decide whether to pursue the matter,” said Andres Bautista, the chairman of the Presidential Commission on Good Government, tasked with recovering the Marcos family’s alleged ill-gotten wealth.
• The president of the Association of German Banks denied that his group’s members had helped customers engage in tax evasion. “First in line are the individuals and the organizations that invest their money in tax oases,” Andreas Schmitz said."
   
• The Berne internal revenue service authorities announced they will re-open the Gunter Sachs case after ICIJ's revelations about the former Mr. Brigitte Bardot's intricate offshore scheme.
   
• In Canada, a Liberal senator urged his caucus colleague, Senator Pana Merchant, to answer questions in the wake of CBC News and ICIJ reports that she has been listed as beneficiary of an offshore trust created by her husband, a well-known class-action attorney. "We're all innocent until proven guilty in this country, but I want to hear her explanation," Senator Percy Downe told CBC News in an interview.
   
• In the Philippines, two lawmakers dismissed a report by an ICIJ media partner, the Philippine Center for Investigative Journalism (PCIJ), that they had offshore holdings. Senator Manuel Villar said his offshore entity was a “1-dollar shell company” that he wasn’t required to report, because he hadn’t made any real investment in it. Villar said that he hadn’t conducted business with the British Virgin Islands company “because I decided to concentrate in the Philippines.” Congressman Joseph Victor ‘JV’ G. Ejercito suggested the story about him was politically motivated. “To the best of my knowledge, I have truthfully and accurately declared all my assets, liabilities, and net worth” on required disclosures forms for public officials, he said in a statement.
   
• Germany's Economics Minister Philipp Rösler urged the media to pass the data on to the government, stressing that tax evasion was a "criminal act." 

• Luxembourg's Finance Minister Luc Frieden says he is open to greater transparency of its banks in order to cooperate further with foreign tax authorities.
   
• The Indian Finance Minister P. Chidambaram said an inquiry had been initiated by the authorities against individuals whose names figured in the global media report. “Yes. We have taken note of the names and inquiries have been put in motion in respect of the names that have been exposed,” he told a press conference.

• The Mongolian Deputy Speaker, Sangikav Bayartsogt, admitted to an "ethics failure" over his undeclared million-dollar Swiss bank account. He told a press conference: “It is true that there is 1,658 Euros or 2.9 million MNT in a Swiss bank account. I opened the account to trade in international stocks with three other acquaintances in 2008. My failure of responsibility is that I did not include the company in my declaration of income. I have admitted my ethic failure and I am ready to take responsibility."
   
• Philippine government officials said they will investigate evidence that Maria Imelda Marcos Manotoc, a provincial governor and daughter of the late dictator Ferdinand Marcos, was the beneficiary of a secret BVI offshore trust.
   
• George Mavraganis, the Deputy Finance Minister of Greece announced that the Greek government is moving to address offshore-driven tax dodging. Greek members of parliament asked Mavraganis what he planned to do about the 103 offshore companies that ICIJ found hadn’t been registered with Greece’s tax authorities.
   
• George Sourlas from Greece’s Ministry of Justice said the revenue loss caused by offshore was huge. “By the actions of offshore companies in Greece, the revenue loss to the Greek government is in the order of 40% or more of the debt of our country,” Sourlas said. “The offshore companies cast a shadow at this time of great crisis, when some get rich and many get poor.”
   
• In France, President Francois Hollande denied knowledge of the offshore accounts held by his 2012 campaign manager, Jean-Jacques Augier, asserting that it’s up to the tax administration to monitor Augier’s private activities. Reports about Augier’s offshore dealings by Le Monde, the BBC and other ICIJ partners came in the wake of news about tax fraud charges against Hollande’s ex-budget Minister, Jerome Cahuzac.
   
• The office of Azerbaijani President Ilham Aliyev asserted there was nothing unusual about the information in the leak – which showed that his two daughters were shareholders of three offshore companies. The statement said the President’s daughters “are grown up and have the right to do business.”  A spokesperson for Azersun – a holding company controlled by Hasan Gozal, a corporate mogul who was listed as the director of the daughters’ companies – said the report was biased and based on inaccurate information. “I regret that authority of Press Council doesn't go beyond Azerbaijan and there is no such institution worldwide to fight racketeer journalists,” the spokesman said.
   
• Ex-Colombian President Álvaro Uribe Vélez publicly defended his sons’ involvement in offshore business. Uribe stated that his sons Tomás and Jerónimo are entrepreneurs and “have participated in business dealings since they were children” and “they are not tax evaders.”
   
• In the UK, David Cameron is facing renewed pressure to take action over Britain’s entanglements within the offshore world. Lord Oakeshott, a senior Liberal Democrat said that the secrecy haven of the British Virgin Islands “stains the face of Britain.” Oakeshott and others are questioning whether Cameron will raise the issue in June of at the G8 summit of wealth nations. "How can David Cameron keep a straight face calling for the G8 to make big business pay tax when we let the BVI use British law and British protection to suck in billions in dirty money?" Oakeshott asked.
• German Finance Minister Wolfgang Schäuble stated on public radio that he was “pleased” with the ICIJ reports. He went on to say, “I think that such things as have been made known will increase the pressure internationally, and we will be able to increase the cooperation with those who have been more reticent”, a sentiment reflected in Germany’s previous lobbying to stamp out tax avoidance.
  
  
• Canadian Federal Revenue Minister Gail Shea called the released of offshore banking information as “good news” for Canadians and bad news for tax evaders. Ms. Shea urged ICIJ or anyone else with information on tax cheats to come forward.
   
• Pascal Saint-Amans, director of the Organization of Economic Cooperation and Development, said: "Secrecy is no longer acceptable. We need to get rid of it. If the rules make it possible, then we'll change the rules.”

Understanding the Rise of the Light: The Unfolding Planetary Shift into Higher Consciousness

We are in the midst of a massive shift in consciousness that is unfolding with great speed.  It may seem to be moving quite slowly to some, but one must always remember the time-scales we are operating on.  

If what may have taken 1000′s of years in the past now only takes 1 year, I would call that rapid.

However, to someone living through it, that 1 year would still seem to be unfolding at a relatively slow pace.  If one were able to step back and view it in context, as I am suggesting here, one would be able to indeed recognize the incredible speed with which consciousness is evolving and rising at this time.  We expect everything to happen rapidly — in weeks or days, and while this does sometimes happen, the types of changes that the new age is heralding would be quite uncomfortable for most to experience on such short time-scales.

To simplify, the way things are unfolding at this present moment are as follows:  everyone has their own personal energetic signature/vibration which is a reflection of where they are at in their spiritual awareness and understanding.  This, in large part, determines the reality, or rather, timeline in which they are on.  In the past, a wide range of timelines encompassing the spectrum of intense darkness to intense light, existed simultaneously in the same energetic space — the height of dualism.  Now, post-Ascension, there is an energetic divide forming between low vibration/dark timelines and high vibration/light timelines.  As the Ascension process moves forwards, this divide will grow, hence the split into various scenarios such as Planet B, Planet A/B and Planet A, discussed in detail by Cosmic Awareness below.  Awareness uses these groupings (B, A/B, A) to very generally denote divisions between souls having a collective energetic experience.  This is a way of simplifying the infinite variation of timelines that exist, which can be confusing if not properly understood.

Spend some time with these concepts — let them marinate and digest, as they will become clearer in time.  I know it is not always easy to follow and it has taken me years to make sense of it all.  However, it is relatively straightforward once you can wrap your head around the concept and terminology.

Cosmic Awareness via Will Berlinghoff | Cosmic Awareness

This is the 7^th of April, 2013, and this is a question that has been sent in by ES. It’s rather a long question so the question will be broken up into different sections to be answered by Awareness.

Dear Cosmic Awareness, 

“Could you please address the deep sense which is availing itself at this time that the planet B scenario is integrating into a wholeness which is A/B.”

That this Awareness will respond first to this first part of this question and this commentary.

That this Awareness does not say or indicate that planet B is integrating itself into the A/B scenario. This would be a misunderstanding of that which is occurring. That this Awareness has always maintained that the new planet A/B that is emerging will still be dualistic in nature. That this means that there will be the positive as well as the negative side of all things, and that what will occur in the planet A/B unfolding is that individuals will no longer be controlled by those who have had power over them for centuries and millennia.

That these ones who have had such control have been agents and forces of the negative of that which is the dark side in the sense of a controlling factor that does not allow the Light to come through, that has sought to control and manipulate mankind so that in the end the dark or negative forces are served. And that in this dualistic reality that was the old planet A/B scenario, that they who are in charge, they who operate from the negative, would not allow the advancement or development of the Light whether in society or in the individuals.

That the new planet A/B scenario will remove this dominance that was allowed, as it was part of an exercise in consciousness to see how this would affect the soul as the soul chose to have physical experience in a dualistic reality. This experiment is complete and those who would still serve the darkness or the negative energies are now beginning to disintegrate away from the new A/B scenario that is developing. They who maintain a negative perspective or wish to still engage in a reality that is still dominated by the negative energies will proceed into the various timelines that will form in the planet B scenarios. Those who choose now to supersede the level of control that once was will proceed into the A/B scenario.

This Awareness is not talking here of those who have reached high levels of consciousness awareness, who have ascended, who are returning back with fifth dimensional consciousness that is starting to open up and be more realized as the true situation of one’s conscious state. It is simply talking of those who still wish to have a physical experience in third dimensional dualistic reality.
But instead of the negative being favoured, there will be more energy available to those who wish to move towards a balance and a harmony. There will still be the need to look at one’s negativity, there will still be those who attempt to control others by the force of their power and their devotion to their negativity, but these ones will be removed from power and from control.

It will become rather an individual journey, where each and every individual, each and every focus personality that is having a third dimensional experience will be required to find balance and integration where simply acting from the negative, assuming the dark attitudes and energies, will no longer work for the individuals who practice this. They may indeed if they are still so inclined find themselves moving into the planet B timelines rather than that which is the balanced and harmonized energies of planet A/B.

Therefore it is not at all a question of the planet B energies subduing the planet A/B scenario that is unfolding, but rather the natural evolutionary process of the soul that will now have the right to choose the dark or the Light.  And that as the emphasis that once was there on the dark ones being in charge and the experiment being one of existing in such an atmosphere, that because it is removed, it will create a new reality where beings in Light will understand the power and the purpose of staying positive, of exceeding themselves reaching to higher more enlightened states of awareness.

Those who do continue to play in negativity, who refuse to understand the true purpose of this new reality will simply find themselves entering into another state of consciousness that is exhibited in the planet B scenarios, the planet B timelines, where they can play in the darkness and suffer the consequences of that reality perspective.

Those on planet A/B may still do “bad” things, act from a negative place, but they will not be allowed to get away with it. Society will progress to a place of non-tolerance of such deviation from the true will of the Divine, of God. That they will choose to experience the higher state of reality as the years, decades, centuries unfold.

It must be understood that this is still a time of divergence. That at this time in this nine-month unfolding, the emphasis is on the individual to start to develop their inner capacity, to review themselves, to make new choices, but that when this is complete, that being on September 21^st, it does not mean that everything will immediately click into that which is a higher expression, it is an evolutionary process. It is one that will take many years, decades, hundreds of years indeed to complete itself. That those who are willing, and are indeed here to have this experience will no longer be subjugated to complete control and dominance by the dark ones, but will be asked to be responsible for their own actions. When and if they choose to play in darkness, there will be consequences as humanity moves to a greater comprehension and awareness of the dualistic nature of reality. This completes the first question. This Awareness would ask the Energizer to move on to the next question.

The question continues:

“I personally, every day feel the total negative and the progressing positive and many times this positive morphs into a wellspring of thankfulness, into bliss and deep appreciation. Appreciation for the opportunity to be a ‘Now Being’, here at this time with total negativity breached up against complete positivity in one physical body for processing.”

That this Awareness would step in at this time. That what the individual is experiencing is exactly that which this Awareness has spoken of a moment ago.

That the new energies and the new dualistic reality will still present the individual with choices, choices to act in the Light with positivity or in the darkness from negativity.  That it is indeed a personal choice.

That what the individual is experiencing is that when he leans towards the positive, towards the Light, there will be an uplifting in his spirit, and in his feelings, his experiencing of reality. This will be that which indeed reinforces the desire to always work towards the Light, towards cooperative actions, towards higher evolved understanding, and again actions.

That when one chooses the darkness it will be accompanied with that which is the opposite: a feeling of discord and disconnection, a sense that this is not totally supported. Those who would insist despite these more negative reactions to play in negativity will, as this Awareness said, begin the process disentanglement from that which is the future A/B scenario that is beginning to unfold to timelines that are of the nature of the planet B energies.

That as one becomes more familiar with the higher energies of positivity, of Divine Consciousness, there will become a situation, a situation will unfold where such actions towards the Light, toward positivity, towards cooperation are favoured and indeed rewarded through one’s own feeling state. Not simply because society punishes those who are in the dark and rewards those in the Light.  But because truly at the individual level, one will be receiving within oneself the reward of their actions that move them into balance and harmony. This complete this portion of the question for this Awareness. Please proceed.

The question says:

“This doesn’t sound right because usually to speak of negativity in a positive light is not the normal. At this time I am not sensing and/or feeling the status/quo normalcy. Everything is completely Not the normal. Yet I am so thankful that it is not. When I am integrating the negativity and positivity there are times when I don’t want to do the work and wish I could just be like everyone else who are oblivious to the goings on. When I say everyone I mean all those not doing the work and even those who are doing work at light levels and those of negative natures who are processing the negative into a more positive (those consciously doing the work).

That this Awareness would say to this again, that the individual is experiencing the new energies of balance and harmony that will be keynote to that which is the new planet A/B that is only just starting to emerge. Indeed it will not truly be born until after the completion of that which is the nine-month period of personal self-development and growth. At that time those who still are dedicated to the old energies of control and manipulation, will indeed be less a factor in the evolutionary process of planet A/B for they will not mainly have started their own journey in the energies of the planet B scenarios. What the individual is experiencing in a very real sense is choice in the matter.


When he works in the energies of the higher conscious forces, the higher understanding of reality, the energies of the Light or of that which is Divine Spirit, he finds that he is in complete alignment and things go well. He feels well. That his understanding of individuals having to deal with their negativity is an enlightened understanding, for this is the case, each and every individual will have to see how the old energies that once played out no longer suffice, no longer bring the reward and that they see this from a place where they understand that these energies are not correct or in harmony with the world as it is becoming.

That it is absolutely the case that many may think it would be better to live in in ignorance, ignorance being equated with bliss and that if one is ignorant one is not upset with the inequalities one experiences. But bliss is not truly derived from ignorance, bliss is received and experienced when one is in alignment with the Higher Conscious Mind, with the Divine Mind or God Consciousness. That this is a force of consciousness that will be more available on the planet A/B scenario than has been for so long as it has been suppressed by those whose purpose was to create such a degree of separation of soul  and being.

That in the old experiment, it was indeed the Divine Plan to understand what would occur when ones who had such power but were so separated from Spirit were fully in charge and when ones who were ignorant would acquiesce to this and allow this to happen.

That the experience was one where the dark ones did control and were largely unopposed, using the energies of darkness to suppress, control and enslave. But these forces have been disconnected, they are not to be the ones in power in the new planet A/B scenario. Still this does not mean that there will not be individuals who think that coming from the negative power side will be an advantage that they will pursue  in A/B.  It is simply That these ones will quickly be ferreted out and will not be allowed to have the power and control, thus allowing the normal unfolding and evolution of the soul seeking its higher state of consciousness in a third dimensional dualistic reality.

That one always has choices, but as the old energies seem to favour those who played in the dark, who were hidden, who were dominant from behind the scenes, this façade will be exposed, this veil removed and those who would seek to play in those energies also removed from positions of power and control, they will move into the planet B energies, timelines that diverge from the A/B energies and timelines.
That is why it is now of great importance to look at one’s dark side, to realize that this is not the way for them, to do the inner work, even though it may mean confronting the dark, of bringing it to normality, this the enlightened perspective one does need in their personal work and strivings.
Therefore, this individual in embracing this is indeed reflecting that which this Awareness is stating. It is a necessary part of one’s evolutionary process, to even look at their darkness, at their negativity, at their desire to have power and control over others, even over the planet itself. It is only through the facing of the negative energies that one will eventually reach understanding and comprehension and then be able to make the choices, not to be of service to the dark but rather of service to the Light, to Divine Consciousness. This completes this portion of the question. This Awareness asks the Energizer to proceed.

The question continues:

“I am speaking of processing (in my body) of the whole of the alien agenda on both sides. This includes the whole of the Galactic Federation and any foes of Orion forces or natures.  Through this processing of the whole of the alien natures, does this not then obsolesce the planet A and planet B scenarios which brings us to here and now as a complete One A/B potential. Thank-you for considering this question.” 

That this is indeed also part of the process, as this Awareness has so often … that this Awareness often states that one must always question all. This would include both sides of the coin of the extraterrestrial alien card. That indeed, even though the Galactic Federation ones  are here to support the positive development of higher consciousness on the planet, still one must question their motives, one must question their actions, one must question that which is the inner feeling received when one considers the Galactic Federation forces.

One must equally question the Orion/Reptilian forces that have so long been in charge and in control.
That this Awareness has often stated that the Galactic Federation beings are here to help the evolutionary process and to help spiritual development reach higher levels of comprehension and enlightenment. That they have gone through this process themselves, and that they are ascended beings with a much greater comprehension and awareness of the need to go through this questioning process,  this process of reviewing the dark and the Light, the negative and the positive attuning oneself to the higher energies, for it is the natural inclination of the soul to always seek its highest expression.

It must be remembered those of the Orion/Reptilian/Grey faction have made different choices. They seek to bypass  Divine Spiritual Evolution. They hide out in that which is fourth dimensional reality, bypassing the evolutionary soul development process. In this way they are not held accountable, so they think, to High Providence and High Judgment. They think erroneously that they will be able to do this forever, but it is not so.  Eventually even those who have played in the in the darkness so, so long, will see a Light in the horizon ahead of them and will begin to move towards that Light. Whether this takes one or two lifetimes or thousands of lifetimes, and hundreds of thousands of years as recorded in a temporal manner is meaningless. For all will return back to the Light of the Divine, the Divine Consciousness.

And at this time, the Divine Forces have elected to change up the experience of dualism. Those who have had control so long and have stayed hidden in the shadow, controlling and manipulating from the shadow, will be exposed and will be answerable; those who do not wish return back into the Light of their spiritual evolutionary process will elect to play longer in the darkness. They are free to do so, they will go into those planet B scenarios that this Awareness has been talking about.
But those who do not wish to go into the darkness, or continue on such a dark path, will return back into the spiritual evolutionary tract of soul development and will be answerable, for they understand that the rules of karma dictate they must experience that which they themselves have previously created.

That in this way, the extraterrestrial beings known as the Orion Reptilians and the Greys as well, refuse to go back into the spiritual evolutionary tract of soul development, they seek to bypass it but it will no longer be theirs to bypass in the planet A/B scenario which will now give the option of moving actively  towards the light of understanding and awareness, towards higher spiritual understanding and evolution.

That they will move into the planet B scenarios that are numerous for them to play in if it is their desire. However those who wish to move towards a more enlightened and aware state of consciousness even in the dualistic reality of third dimensionality will also be faced with these questions, and part of the questioning process is to question even the Galactic forces of ascended beings, enlightened ones, who are here to be of assistance.  Only by questioning this and seeing the truth of the situation and comprehending who these ones truly are, will they be able, the individuals be able to move into acceptance of the ones who are of higher spiritual awareness who are here to be of service, to assist humanity in its evolutionary process.

It must be understood that there will also be attempts to portray the Galactic Federation beings as the evil ones, as the dark ones. This of course coming from those dark ones themselves who are seeking still to manipulate and control humanity. This is also why it is so important to question even the Galactic Federation ones so that one can ascertain who was authentic and who is not. Ultimately the answering of these questions is that which comes from within when one is in resonance with the higher spiritual powers, the God Divine Consciousness, and they will indeed be assisted, those who ask these questions to see the truth for what it is and not to be deceived by pretenders who claim to be the Galactic Federation.

That ultimately what must also be understood here is this is not simply a matter of the extraterrestrials beings opposing one another and that this is that which is at the play on the planet; but rather that this is all about one’s spiritual journey, one’s individual understanding of who and what they truly are. That even the extraterrestrial card is only a level of the journey towards self-awareness and understanding.

That one must always perceive that one is a spiritual being having a physical journey with the purpose of awakening to one’s own spiritual nature, one’s multi-dimensional consciousness.  And that when one strives to attain spiritual awareness and understanding, other factors will be exposed and shown to be what they are. This would include the extraterrestrial card. It would completely diffuse it and expose it for what it is.

This also would apply to those who have held power so long, who have played in shadow and manipulated and controlled. They will not only be exposed by their actions but by those who have sought spiritual alignment and awareness, who see through the con, who see past the façade that these ones have in front of them and that there will be many who begin to truly see the truth, see those who are the deceivers and will stand up and oppose them and they will be successful in this opposition.
Therefore, in conclusion this Awareness does state again: remember that you are spiritual beings, that the task is for one to attain spiritual awareness and that questioning all is part of this journey, part of this process.

The recent press release about the UFO documentary Sirius which will feature Dr. Steven Greer and his research on a tiny ET they call the “Atacama Humanoid,” caused quite a bit of stir after it was published in several websites, including our own. What most American ufologists didn’t realize, however, is that this case from Chile’s northern Atacama Desert region is not new and was covered in the Chilean media shortly after its discovery in 2003.

The little ET was found in a ghost town called La Noria, which was once a boom town of the nitrate La Estrella de Arica on October 19, 2003, written by journalist Camilo Aravena Arriagada, “it all started on a winter morning when a local man from the pampa, Oscar Muñoz, was following his hobby of collecting tokens, bottles and other objects of historical value in the ghost towns from the nitrate era.” Muñoz went specifically to a ghost town called La Noria, located 56 KM to the interior of the provincial capital of Iquique.

As Muñoz dug in the area around La Noria’s abandoned church, he came across a white cloth tied by a violet ribbon, finding inside “a strange skeleton no bigger than 15 cm [the size of a pen]. It was a creature with hard teeth, a bulging head with an additional odd bulge on top. Its body was scaly and of dark color. Unlike humans, it had nine ribs,” stated the article in La Estrella de Arica.

Alejandro Dávalos, a local worker who was friends with Oscar Muñoz, took a photograph of the creature, and the case received some attention after the story and photo was published in Chile’s mass circulation tabloid La Cuarta. This paper is notoriously sensationalist so it must be taken with a grain of salt. Their headline on October 9, 2003 was, “Discovery of a horrible dwarf extraterrestrial causes commotion in Iquique!” The story was very tongue in cheek, but it did reveal that the ghost towns of La Noria and Humberstone are well known for paranormal activities.

The article by Aravena in La Estrella traced the early history of the creature. Muñoz sold it to a local businessman who owns a pub in Iquique for 30,000 pesos (about $64 in current exchange, it might have been a little more in 2003). The new owner then proceeded to charge money for taking pictures of the alien. The creature itself was eventually sold to a Spanish businessman for a much larger fee and taken to Spain, where it disappeared from public discussion. Although I am not familiar with the details of the transaction, it is likely that Dr. Greer found out about the creature during a very high profile Exopolitical Symposium near Barcelona in 2009, where he was one of the feature speakers.

Aravena quoted several ufologists and one scientist, who gave their preliminary assessments. The first
impression was that the creature could be an early fetus, but this was dismissed by Mario Pizarro, who represents Chile’s UFO research group AION in the north. “Nobody has done a serious investigation to determine what it is,” said Pizarro, “but I don’t think it has anything to do with a four month-fetus. My own personal opinion is that it’s something very strange. I can’t say that it’s an extraterrestrial.” Pizarro also confirmed that this area of La Noria is rich in paranormal experiences.

My old friend Rodrigo Fuenzalida, who is the director of AION in Santiago and probably Chile’s best known ufologist, was far more skeptic after seeing the creature in Iquique. He stated that, “after seeing the figure at close range, I was able to notice something that looked like the remains of an umbilical chord. A visible mark on the left parietal area could have molded the head and bulge to what it now looks. This case is an enigma that should be analyzed by professionals in the fields of medicine and biology, but I don’t think it has anything to do with a UFO case or with ET beings.”
A biologist from Arturo Prat University, Dr, Walter Seinfeld, was even more skeptical. He told the Arica newspaper that, “without a doubt it’s a mammal and I am almost sure that is human,” although he clarified that he can’t give more definitive opinion without examining the creature.

That was basically the initial coverage of Chile’s so-called La Noria ET. We will soon see what kind of scientific backing is presented by Dr. Greer in the new documentary Sirius.

Italian police arrest 37 accused Mafia members, including Sicilian mayor

PALERMO, Sicily -- Italian authorities arrested 37 people accused of involvement in the Sicilian Mafia, including the mayor of a town on the island, police said on Monday.

The arrests, on charges including organized crime and extortion, were ordered by the Palermo anti-Mafia office to tackle what police said was a network to control businesses in towns around Sicily's capital.

Among those arrested was the mayor of Montelepre, a town of 6,000 famous as the home of 1940s "Robin Hood" bandit leader Salvatore Giuliano, as well as a livestock breeder who police said was the head of the ring.

Anti-Mafia prosecutor Francesco Messineo told reporters the investigation had revealed a concerted attempt to influence local politics. "Here we have two municipal governments ... that have been the subject of strong Mafia contamination," he said.

Italy has long struggled against the ingrained influence of mafia organizations whose operations are estimated to constitute up to 10 percent of gross domestic product.

Italy's main crime groups -- the Sicilian Cosa Nostra, Calabria's 'Ndrangheta and the Camorra from the southern city of Naples -- have a total annual income of $151 billion, according to the United Nations Office on Drugs and Crime.

Last week Italy made its biggest confiscation of Mafia assets in history, seizing dozens of green-energy companies and other assets worth a total of $1.69 billion.

Rich Americans accused of criminal activity revealed in leaked offshore accounts data

A trove of data obtained by a US-based journalists’ group that details thousands of offshore accounts reveals several instances of swindles and other financial crimes, The Washington Post newspaper reported Sunday.

Among the 4,000 US individuals listed in the records, at least 30 were American citizens accused in lawsuits or criminal cases of fraud, money laundering or other serious financial misconduct, the report said.

They include billionaire hedge fund manager Raj Rajaratnam, who was convicted in 2011 in one of the biggest insider trading scandals in US history, and Paul Bilzerian, who was convicted of securities fraud, the paper noted.

The report was the latest by prominent newspapers around the world which were given copies of the data for scrutiny by the Washington-based International Consortium of Investigative Journalists.
The head of the ICIJ, Gerard Ryle, obtained the data — involving 2.5 million records of more than 120,000 companies and trusts set up by two offshore companies operating in the British Virgin Islands and in Asia and the South Pacific — on a hard drive after investigating a fraud and offshore haven case in Australia.

Several newspapers, including France’s Le Monde and Britain’s Guardian, have been publishing revelations based on the data.

The Washington Post’s report said the records contained information on at least 23 companies linked to an alleged $230 million tax fraud in Russia that was investigated by a Moscow-based lawyer named Sergei Magnitsky.

After Magnitsky informed Russian authorities of his findings, he was accused of fraud himself and thrown in prison, where he died in 2009 under suspicious circumstances.

One of the companies mentioned in the records was used to set up Swiss bank accounts, into which the husband of a Russian tax official deposited millions in cash, the paper said.

Today, there are between 50 and 60 offshore financial centers around the world holding billions of dollars at a time of historic US deficits and budget cuts, The Washington Post said.

Groups that monitor tax issues estimate that between $8 trillion and $32 trillion in private global wealth is parked offshore, according to the paper.

According to fraud experts, offshore bank accounts and companies are vital to those wishing to conceal complex financial crimes.

For example, Allen Stanford, who ran a $7 billion Ponzi scheme, used a bank he controlled in Antigua, The Post noted.

And Bernard Madoff, who ran the largest Ponzi scheme in US history, used a series of offshore “feeder funds” to fuel the growth of his scam.

The Washington Post quoted a top official in the US Justice Department’s fraud section, Paul Pelletier, as saying US owners of offshore accounts were sometimes trying to hide money from US tax authorities, law enforcement or regulators.

“As a prosecutor, it was very difficult pursuing these people,” he said.

This is no secret, Canada has the machinery that controls the western banking system, it's been that way for years, from the arctic to the antarctic. Should have remembered from junior high, I know it was boring, who cares? Well, it means something now, as all this stuff comes to a head. When is always the question, the answer is, it's all relative. Jamaicans are fond of saying, 'soon come', which you learn means, when it's 'time', like 'shaman time' amongst the native people. A watched pot never boils, is what the old folks say. But, there are measurements one can use internally to have a 'feel' for 'when'. The Now is a broad range, as I learned, thru the years. The actual 'moment' is pinpointed somewhere in the now. Did I make That clear enough?

Bankers are not patriotic. Their game is money, they don't care about politics unless it results in more money for them. Wall St is killing it right now, so much for the political rhetoric you hear on Rupert Murdoch's franchise in NY, fox news. Shades of '1984', 'big brother loves you', 'war is peace'..etc. You are entering the 'time' when you'll enter 'non time', it'll take some getting used to. Babies use it all the time, until we teach them to pay attention to the ticking on the wall. Your dog or cat doesn't have a wrist watch but something tells them to go stand by their bowls. Not compare anyone with an animal but, it's 'time' to stay close to your bowls. As you consume, you needn't worry about a bigger dog cleaning out your bowl, they'll find a cattle prod tapping that backside. Yipe, yipe. You're getting a 5 star trust for the programs, work from a position of safety. The folks in the rafters had to work thru government politics to get things right for all, and you wanted to know what took them so long. Watched DC lately? The good news is, the long and winding road is at it's end point. Consultations until the door bell rings.
