On India-China border, reports of UFOs skyrocket

NEW DELHI — Adding to the litany of issues besetting neighboring nuclear rivals China and India, ranging from border disputes to the Dalai Lama to trade deficits, is a new one: UFOs.

"Over 100 UFOs seen along China border," said a headline in Tuesday's Times of India.

Indian troops guarding the often-tense 2,100-mile border between the two Asian giants say the objects seen in recent months are yellow spheres that appear to lift off from the Chinese side, slowly traversing the sky for three to five hours before disappearing. Indian military officials have reportedly ruled out Chinese drones — 99 of which reportedly were documented during the first 10 months of 2012 — or low-orbit satellites.

The acronym-happy Times of India says the UFO sightings have stumped the DRDO, NTRO, ITBP and other Indian military organizations. If they weren't stumped, this would presumably make them IFOs, not to be confused with ULOs, short for unidentified luminous objects. That's what other Indian new organizations have dubbed the objects, given the glow they reportedly give off "at day and by night."




In September, the Indian army reportedly deployed a mobile ground-based radar unit and a spectrum analyzer to assess what was dancing around up there. As the troops watched the light show, however, the machines picked up zilch, according to India Today magazine, suggesting that the UFOs were non-metallic.

The army reportedly aimed one of its drones in a UFO's direction, but the object disappeared. Astronomers were also called in. According to local media, they saw some of the same unexplained objects but gave up after three days, concluding that they were "non-celestial." Indian border troops report nearly 100 sightings over the last three months.

The lack of answers has caused more embarrassment than fear in military circles, India Today reported, amid concern that this could be a crude psychological operation by the Chinese or a sophisticated probe designed to test Indian readiness.

"If there has been some sightings, I wouldn't be surprised if it's a technology demonstration by the Chinese, and the Chinese are very advanced," said Lt. Gen. B.S. Jaswal, former Northern Army commander. "During my time, we didn't have such sightings."

N. Ratnashri, director of New Delhi's Nehru Planetarium, believes they could be some sort of balloon-borne objects that reflect ambient light, given that they're visible for several hours, which tends to rule out a meteor shower.

"I wouldn't put much faith in photographs of a shape that could be anything," she said. "There's nothing to tell us there isn't extraterrestrial life, but nothing to tell us there is."

Gaurav Tiwari, founder of the 500-member Indian Paranormal Society, said the news dovetails with reports he's read of alien camps in the Himalayas that the Indian army tolerates. But he hasn't been able to do his own research in the area, he said.

"Earlier reports said the Indian government was in touch with aliens and was getting technology from them," Tiwari said. "It's all over the Internet."

This is hardly the first time mysterious objects have been reported along the border, including sightings of unexplainable lights over the last decade around Ladakh, part of a barren militarized area wedged between the Pakistan-controlled part of Kashmir and Chinese-controlled Aksai Chin. But the number and frequency in recent months have set off alarm bells, launching reports up the military chain and even into the prime minister's office.

Troops have sometimes balked at reporting the sightings, fearful of being ridiculed. In 2010, the air force was reportedly called in to investigate UFOs that it ultimately concluded were Chinese lanterns. A decade ago, then-area commander Gen. N.C. Vij is said to have angrily dismissed similar reports of dancing lights as hallucinations.

Sunil Dhar, a geology professor with Dharamsala's Government Post Graduate College, was on a research expedition with four other geologists and several reporters in 2004 when they saw a 4-foot-tall robot-like figure one morning descending a hill just as they were climbing out of their tents.

As the object approached, some in the group raised the alarm, Dhar said, and it ascended back up the hill, changed color from white to metallic black and went airborne, hovering for about 10 minutes before disappearing.

"We were all amazed," he said. "We thought it was some UFO, some object from some place that may not be the Earth."

They provided photos to authorities, they said, but the government never issued a report.
"The UFOs in this area should be studied," he said. "Why in such remote topography? That is important."

So my official relationship with Congress ends in a feeling on my part, of gratitude that we have been able to do so much together.

We now stand ten years past the midpoint of a century that has witnessed four major wars among great nations.  

Three of these involved our own country. Despite these holocausts America is today the strongest, the most influential and most productive nation in the world. Understandably proud of this pre-eminence, we yet realize that America's leadership and prestige depend, not merely upon our unmatched material progress, riches and military strength, but on how we use our power in the interests of world peace and human betterment.

Throughout America's adventure in free government, such basic purposes have been to keep the peace; to foster progress in human achievement, and to enhance liberty, dignity and integrity among peoples and among nations.

To strive for less would be unworthy of a free and religious people.

Any failure traceable to arrogance or our lack of comprehension or readiness to sacrifice would inflict upon us a grievous hurt, both at home and abroad.

Progress toward these noble goals is persistently threatened by the conflict now engulfing the world. It commands our whole attention, absorbs our very beings. We face a hostile ideology global in scope, atheistic in character, ruthless in purpose, and insidious in method. Unhappily the danger it poses promises to be of indefinite duration. To meet it successfully, there is called for, not so much the emotional and transitory sacrifices of crisis, but rather those which enable us to carry forward steadily, surely, and without complaint the burdens of a prolonged and complex struggle – with liberty the stake. Only thus shall we remain, despite every provocation, on our charted course toward permanent peace and human betterment.

Crises there will continue to be. In meeting them, whether foreign or domestic, great or small, there is a recurring temptation to feel that some spectacular and costly action could become the miraculous solution to all current difficulties. A huge increase in the newer elements of our defenses; development of unrealistic programs to cure every ill in agriculture; a dramatic expansion in basic and applied research – these and many other possibilities, each possibly promising in itself, may be suggested as the only way to the road we wish to travel.

But each proposal must be weighed in light of a broader consideration; the need to maintain balance in and among national programs – balance between the private and the public economy, balance between the cost and hoped for advantages – balance between the clearly necessary and the comfortably desirable; balance between our essential requirements as a nation and the duties imposed by the nation upon the individual; balance between the actions of the moment and the national welfare of the future. Good judgment seeks balance and progress; lack of it eventually finds imbalance and frustration.

The record of many decades stands as proof that our people and their Government have, in the main, understood these truths and have responded to them well in the face of threat and stress.

But threats, new in kind or degree, constantly arise.

Of these, I mention two only.

A vital element in keeping the peace is our military establishment. Our arms must be mighty, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction.

Our military organization today bears little relation to that known by any of my predecessors in peacetime, or indeed by the fighting men of World War II or Korea.

Until the latest of our world conflicts, the United States had no armaments industry. American makers of plowshares could, with time and as required, make swords as well. But we can no longer risk emergency improvisation of national defense; we have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defense establishment.  

We annually spend on military security more than the net income of all United States corporations.

This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence – economic, political, even spiritual – is felt in every city, every Statehouse, every office of the Federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society.

In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. 

We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together.




Akin to, and largely responsible for the sweeping changes in our industrial-military posture, has been the technological revolution during recent decades.

In this revolution, research has become central, it also becomes more formalized, complex, and costly. A steadily increasing share is conducted for, by, or at the direction of, the Federal government.

Today, the solitary inventor, tinkering in his shop, has been overshadowed by task forces of scientists in laboratories and testing fields. In the same fashion, the free university, historically the fountainhead of free ideas and scientific discovery, has experienced a revolution in the conduct of research. Partly because of the huge costs involved, a government contract becomes virtually a substitute for intellectual curiosity. For every old blackboard there are now hundreds of new electronic computers.

The prospect of domination of the nation's scholars by Federal employment, project allocations, and the power of money is ever present – and is gravely to be regarded.

Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientific-technological elite.

It is the task of statesmanship to mold, to balance, and to integrate these and other forces, new and old, within the principles of our democratic system – ever aiming toward the supreme goals of our free society.

Another factor in maintaining balance involves the element of time. As we peer into society's future, we – you and I, and our government – must avoid the impulse to live only for today, plundering for, for our own ease and convenience, the precious resources of tomorrow. We cannot mortgage the material assets of our grandchildren without asking the loss also of their political and spiritual heritage. We want democracy to survive for all generations to come, not to become the insolvent phantom of tomorrow.

Down the long lane of the history yet to be written America knows that this world of ours, ever growing smaller, must avoid becoming a community of dreadful fear and hate, and be, instead, a proud confederation of mutual trust and respect.

Such a confederation must be one of equals. The weakest must come to the conference table with the same confidence as do we, protected as we are by our moral, economic, and military strength. That table, though scarred by many past frustrations, cannot be abandoned for the certain agony of the battlefield.

Disarmament, with mutual honor and confidence, is a continuing imperative. Together we must learn how to compose differences, not with arms, but with intellect and decent purpose. Because this need is so sharp and apparent I confess that I lay down my official responsibilities in this field with a definite sense of disappointment. As one who has witnessed the horror and the lingering sadness of war – as one who knows that another war could utterly destroy this civilization which has been so slowly and painfully built over thousands of years – I wish I could say tonight that a lasting peace is in sight.

Happily, I can say that war has been avoided. Steady progress toward our ultimate goal has been made. But, so much remains to be done. As a private citizen, I shall never cease to do what little I can to help the world advance along that road.

So – in this my last good night to you as your President – I thank you for the many opportunities you have given me for public service in war and peace. I trust that in that service you find some things worthy; as for the rest of it, I know you will find ways to improve performance in the future.

You and I – my fellow citizens – need to be strong in our faith that all nations, under God, will reach the goal of peace with justice. May we be ever unswerving in devotion to principle, confident but humble with power, diligent in pursuit of the Nations' great goals.

To all the peoples of the world, I once more give expression to America's prayerful and continuing aspiration:

We pray that peoples of all faiths, all races, all nations, may have their great human needs satisfied; that those now denied opportunity shall come to enjoy it to the full; that all who yearn for freedom may experience its spiritual blessings; that those who have freedom will understand, also, its heavy responsibilities; that all who are insensitive to the needs of others will learn charity; that the scourges of poverty, disease and ignorance will be made to disappear from the earth, and that, in the goodness of time, all peoples will come to live together in a peace guaranteed by the binding force of mutual respect and love. 

Now, on Friday noon, I am to become a private citizen. I am proud to do so. I look forward to it.

Israel and Iran hold 'positive' nuclear talks in Brussels

Israeli and Iranian officials are taking part in a nuclear non-proliferation meeting in Brussels on Monday, in the hope of paving the way for a full international conference in the next few months on banning nuclear arms and other weapons of mass destruction from the Middle East.

A handful of officials from both Israel and Iran are involved in the two-day event, ostensibly in their capacity as private citizens, in what was billed as an academic seminar.

But the delegations are led by senior officials and have the permission of their respective governments to take part in an informal discussion with representatives from about 10 Arab states, US officials and European moderators to explore the possibility of holding a UN-sponsored conference on establishing a WMD-free zone in the Middle East.

The Israeli team is led by Jeremy Issacharoff, an ambassador for strategic affairs at the foreign ministry; the chief Iranian representative is Ali Asghar Soltanieh, the country's long-serving ambassador to the International Atomic Energy Agency in Vienna. Also taking part is Jaakko Laajava, the Finnish diplomat tasked by the UN secretary general to organise the planned conference in Helsinki.

In contrast to the ever-worsening sabre-rattling over the Iranian nuclear programme, the mood at the meeting, convened by the EU Non-Proliferation Consortium, was described by one participant as "respectful and positive".

Mark Fitzpatrick, a non-proliferation expert from the International Institute for Strategic Studies and former state department official, said "there were no fireworks and no denunciations" at the conference. That marks an improvement over a similar event held last year, when the tone was described as mutual finger-wagging. However, it was unclear from the meeting whether the Helsinki conference would go ahead on schedule in December.

Washington has been going out of its way in recent weeks to brief observers that the talks would be postponed, although it was not clear whether that was a tactic to avoid reports emerging in the midst of the election campaign that the US had pressured Israel to sit at the negotiating table with Iran.
Two junior US officials are taking part in this week's meeting but have so far said little. One source said Washington's intentions would be clear once the elections were over, but noted that participants had taken to calling the UN-sponsored event the 'Helsinki conference', rather than the '2012 conference', as uncertainty increases over its timing.

Israel's official position is neither to confirm nor deny its widely reported nuclear arsenal, and it would consider signing the nuclear Non-Proliferation Treaty, thereby renouncing its right to have such weapons, only if its existence and its right to exist had been guaranteed by its neighbours and the region was at peace.

Nevertheless, European mediators hope the UN conference will initially represent a way of coaxing Israel into more transparency in return for continued Arab and Iranian abstinence from nuclear weapons under the increasingly strained treaty.

So the east coast was dealt lemons, some one had the foresight to make lemonade. No wasting off time and throwing the hands up in disappointment. Steady effective pressure applied to realize the dream and negate the nightmares. For some reason humans find it easier to assume the worst and give strength to the negative. So be it, I will smile and move on and hope you catch up some day. The world needs our collective help so we can all breathe again, drink fresh pure water again. I tasted pure water once and I've never forgotten it...it was just cold and had no taste. Imagine that. Not much to say today. Assume flight position. Instruction are very simple and the confusion is to be ignored, pre-reception. Listen to the song again and read the words, it may trigger something.

I realize that this blog reaches people in many areas of the world. And through the tremendous work of the Fix the World Project, many areas of pain and insanity that so many of us are dealing with has been brought to the attention of both myself and the rest of the  planet. For this post I would like to touch upon the Hurricane that has ravaged the East Coast of the United States to highlight some examples of this insanity that exists in our upside down world.  Often these ACTS OF INSANITY go undisclosed and unnoticed  as a direct result of the filters of our controlled media.

What has happened to us? When did we become so isolated? What is it going to take for us to put a stop to this insanity? THIS IS NOT RIGHT! IT IS NOT RIGHT! For those who step up and do the right thing and help those in need, I applaud you, I commend you, I respect you! You are honored! You are recognized!

To Highlight some of the ACTS OF INSANITY that need to be disclosed, I’m just going to post some information from other sites and sources and let you read through them and watch the videos and decide for yourself.

On October 31st There was an absolutely heart wrenching call from a woman named Maryanne from New Jersey who is currently surviving in the aftermath of the storm.  I’ve done my best to provide some highlights from her call below. We don’t have a community anymore. It’s gone and under 4 feet of sand. I don’t get to hear the news, I don’t know what they are telling everybody because we have no electric.

I have a big 5 bedroom house that’s been foreclosed on with nothing in it that I’m not supposed to be in. And we’ve taken in people who are homeless to help them. We may not have heat, we may not have water, but they have a room and 4 walls.

I don’t know how many dead people they are telling you about, but just an hour ago they pulled 20 more dead people out of the water.  These are people that didn’t have money or families to get out of their towns to save their lives.

There are people still on their roofs waiting to get rescued. And what they are saying to people is “We told you to evacuate” But did they ask if we had money? Or a place to go? Or enough gas needed to get out?  I don’t think so . I don’t think people are going to risk their children and their life to be on a roof in 40 degree weather.

They don’t care about us, I’m going to tell you right now THEY-DON’T-CARE-A-BOUT-US!

If you call the FEMA number for help they tell you that you need to fill out the application on your computer.  You have no electric, you have no cable, how are you going to do that? They don’t care! So it’s all bull crap. I called the number and that’s what they said to me. Then they said “Can you get somewhere where there is electric to fill out the online application?” I said “No I can’t I’ve got barricaded streets.  Where do you want me to go? You want me to go to Pennsylvania that’s over 200 miles away when we have no gas and the streets are all barricaded?”

All these foreclosed homes, they could open them all up for all the people who are out in the cold right now. Are they? NO! But I am.

They will take the gun out of my cold hands before they take this house away from my child and my grandson. I will survive.

One day were all going to have a big party and celebrate. But until we get to that day, until we get to that freedo, we have to do everything we can to survive because they are going to do everything they can to knock us down. And let me tell you right now, the people in Jersey are not going to get knocked down, we can be homeless, we can be whatever, and we are not going to get knocked down.
The Army is here. They have blue uniforms and they are checking Id’s. Meanwhile all of us are homeless and I walked through to my rental house that doesn’t even have 4 walls anymore to look for my mother’s ashes and they stopped me to check my ID. They wanted to make sure that I wasn’t a looter.

(They are reporting on the news that the boardwalk is gone.) Who cares about the boardwalk? People don’t have houses! If your going to give the news, what about the people? And the homes?  I don’t care about the boardwalk! Houses are in 4 feet of sand, houses have the walls blown out, there are boats in my yard. I don’t care about their boardwalk. People are freaking suffering. People are homeless, People are cold, People have no food. There’s no food in the stores.  Just try to go into a store and buy a cracker.

They are not talking about the whole coast. The whole coast…the homes are gone.
I’m in a chair right now with a blanket around me, using my $250 bloomingdale shirt to blow my nose because all my emergency supplies floated away with my house. So materialistic things don’t count anymore.

Get to know your community, because when you have a gallon of water and they have a can of soup you’re going to need each other.

We’ve had hot live wires in the streets for days now.

We’ve all been living on peanut butter and crackers. When you’re hungry and you have peanut butter and crackers it’s like having filet mignon.

I’ve seen it with my eyes! I’ve seen people crying in the streets, hugging each other.
I know there are a lot of people in the chats that say “yeah yeah yeah… two more weeks” (regarding the deadline when the changes are supposed to happen) Let me tell you, 2 weeks came Monday in Jersey. So get prepared in your state because they can do it in your state too and they are planning on it!

We are not going to have an election here. We can’t. you need to have buildings to have elections, we don’t have them anymore. There’s nothing here to have a vote.

I don’t want people to feel my pain. I want people to survive.

“The FEMA people, who operate on taxpayers money,  should be coming out with their paper applications and pens to give directly  to these people and collect it right there.  If they really cared that’s what they would be doing. But they won’t do that because it’s too much of a risk to their staff. They can’t go into a disaster area and risk getting hurt. We (militia) would be more than happy to spare a few people to go with them and ensure their safety“

“She’ s a very brave lady. Her house has been wiped out. She went back, with her family, to a home that was just foreclosed on that she just so happened to still have the keys too. Legally she’s not even supposed to be there, but she said “the hell with it”, and not only did she take her family in there, but she’s bringing in more people to help them. God Bless her. “

Taken Directly from Drakes Weekend Update: URGENT

This is a quick, urgent update because we had two callers so far tell us things are not what the Lame Stream Media is telling us in NY and New Jersey.

People are starving, freezing, wet, have no water or gas or electricity in many places, HOWEVER, people from out of state, like Churches, who enquired if they could bring trucks in with blankets, clothing, food, water, etc. were told by FEMA and NY officials that they would be TURNED AWAY because THEY have everything under control.

The highways are barricaded and they’re preventing help from coming in.

In Atlantic City a disabled veteran in a wheelchair says FEMA brought a hot meal to them the other day and now all the residents have food poisoning because of improper food handling practices, so they’re sick, dehydrated and no one is doing anything. This is in a Veterans’ Senior Citizens residence.

In Seabright, NJ people still have hot electrical wires lying on the street but volunteer electricians from Florida were turned away because they WERE NOT UNION!

Some vehicles bringing food, etc. were turned away because they had no commercial Bill of Lading and officials said all incoming food had to be FDA inspected!!!!!  I’m about to tear my hair out! This is freaking unbelievable!!!!!

The caller in Seabright finally saw a FEMA official after 6 days of no power, heat, light, food and asked for assistance but was told she would have to wait for 10 – 21 days to get a call from them to be added to the system for assistance!

Others are told to line up for gas at the lone operating station in the town and are taken by odd and even license plate numbers and wait for hours in line only to find that the gas has run out before they get there.

The Governor said mobile fuel trucks would be arriving but when people finally worked their way up the line to get their gas, the pumper said NO, the gas is only for emergency vehicles.

This is unforgivable. The government does not care about the residents of this area and are not doing what needs to be done.

Drake wanted an extra long break so he could call some people he knows who can do something about this.

I wanted to take this opportunity to let you all know that while these people are living under these conditions, the Lamestream Media is focusing on their precious election coverage and playing down the situation and the severity of it.

Paul B. was a trucker and he wants to call others he knows to see if they can load up a few blankets and clothes and other supplies to take on their regular routes into the N.E.

If anyone can do anything about this travesty, please do so NOW. These people need you! If I didn’t live so far away I would take supplies.

One of the callers said he was so appreciative to Drake for urging his listeners to prepare for whatever might happen this year and this prepared fellow is sharing his food and water with others.
We’re advised that Package Delivery is difficult at this time, but the BILLS were still delivered on schedule to residents.

The government learned nothing from Katrina/Louisiana and is doing just as bad a job with this disaster. Unbelievable.

Please get the word out. It’s been in the 30s overnight and everyone has wet, cold feet so please do what you can with blankets, clothes and SHOES/BOOTS.

And here is something else I find worthy of pointing out.  I was watching a live press conference with Mayor Bloomberg during the first day of the Hurricane.  He was fully prepared to let everyone know that they would be willing to give out loans to everyone to help cover damages.  (I’m sure they’d make a pretty penny in interest on that one)  And then a few minutes later a reporter said that reports coming in from many local FEMA emergency centers are saying that they don’t have any basic supplies.

And lets not forget, they just left all those prisoners on Rikers Island.

I don’t want to leave you on a negative note here.  You know that’s not my style. In spite of all the horror of what we are all going through, and for what many feel is being done to us intentionally, I have to highlight that once again it is the people that do what is needed.

So who’s really doing the helping here? Is it the rich? Is it the government agencies and all their nonsense and red tape and paperwork? Or is it ONCE AGAIN the people, in many cases those who have the least, who are stepping up and actually doing the work to help one another.

Threatened by isolation, Switzerland lifting veil on secret bank accounts

For decades, Switzerland was the place where money went to hide. Cash sent to its mountain aeries was protected by some of the strictest secrecy laws in the world.


But with the euro crisis forcing Switzerland's revenue-starved neighbors to search out new sources of money, the Alpine country's bank vaults are suddenly looking irresistible. In recent months, the nation's strict banking secrecy has been under assault from countries such as Germany and Britain as never before. Experts say that the last veils may soon be dropped altogether, bringing the hush-hush tradition to a final end.

Just last week, the council that serves as Switzerland's executive branch met to discuss new steps toward banking transparency after having been threatened with painful isolation if it did not agree to reforms. Later this month, the upper house of Germany's parliament is set to vote on a treaty with Switzerland that would require the banking stronghold to withhold taxes from the accounts of German residents. Similar deals have been signed recently with Austria and Britain, and the possibility is being discussed with others.

The United States has also been cracking down on international tax evasion since 2009, and has extracted punishing damages from Swiss banks that were found to have helped American citizens escape the IRS.

Many in Switzerland's banking capitals have resigned themselves to handing over their ledger books to international tax authorities sooner or later. In the hushed, marble-lined hallways of grand banks in Zurich and Geneva, the whispers are of a future when the country no longer serves as a hub for tax evasion.




"You can hardly understate what is happening," said Luc Thevenoz, director of the Center for Banking and Financial Law at the University of Geneva. "Switzerland has created this image that the big value that Swiss bankers brought their clients was secrecy. It was an attractive proposition, especially with regard to tax issues."

No one is sure quite how much Switzerland's private wealth management sector depends on tax evasion. Bankers' estimates of deposits from private individuals range from 30 percent on the low end to 60 percent or more. Many say that a significant portion of those funds will drain away from Swiss coffers.

Even the measures already taken could put pressure on the Swiss economy, which is heavily dependent on profits from the financial sector. Some economists forecast a loss of 10,000 jobs and a full percentage point off the country's gross domestic product. In recent weeks, banking giants like UBS and Credit Suisse have cited the impending changes as one source of their lackluster third-quarter profits.

But they also say that they can make up the outflow of European and American money with new deposits from developing countries, especially in Asia, where citizens might not be evading taxes but are simply seeking a safe place to stash their money. Overall, deposits in Swiss banks have increased in the last year even as Western European money has been withdrawn, according to Switzerland's central bank.

"This untaxed money was very profitable for the banks. This is combined with a situation where generally it's getting more and more difficult to make profits. The margins will go down and you have to be more efficient," said Peter Kurer, a former chairman of UBS, Switzerland's largest bank. Last week UBS announced it was cutting 10,000 jobs, most of them from the investment banking side of its business, a measure not directly related to the changes in secrecy rules.

The current CEO of UBS, Sergio Ermotti, recently broke a longstanding taboo in Switzerland when he told a local newspaper that the country ought to do away with banking secrecy altogether. He estimated that his bank held between $13 billion and $32 billion in untaxed deposits.

Many experts think it is only a matter of time before international standards are in place that would automatically hand over full information about depositors to other countries' tax authorities. That would be the death knell for secrecy in Switzerland, an old tradition that was codified in 1934, making it a criminal offense for any bank employee to divulge information about a client's accounts except in the case of the gravest crimes — a category that did not include tax evasion.

But even harder for this nation's 8 million residents to accept is that the changes could hit deeply at their cherished, fiercely independent self-image.

"Banking secrecy has been associated here with basic Swiss values, like neutrality and discretion," said Mark Herkenrath, a sociologist at the University of Zurich who works on tax equality issues. "People were shocked" when Switzerland was briefly placed on the OECD's gray list of tax havens in 2009. Ordinary Swiss citizens started to realize that tax evasion, not chocolate and fine watches, was defining them internationally.

The tax issues have put stress on Switzerland's relations with its European neighbors, and some authorities have made a habit of purchasing stolen Swiss banking data to track down their own tax evaders. One German state, North Rhine-Westphalia, has raided the homes of bank clients whom it identified through stolen CDs of information. In Greece, a thumb drive of Swiss banking records has threatened to split apart the government, which has not decided whether to act on the information. A Greek journalist was arrested, tried and acquitted last week after he published some names contained in the records.

The United States has imposed far-reaching restrictions on banks that do business with U.S. clients abroad, inspired in part by revelations of wide-ranging efforts from Swiss banks to help Americans evade taxes. With penalties of up to 30 percent on foreign banks' U.S.-based profits if the banks fail to hand over the foreign data of even a single U.S. account-holder, many Swiss banks are giving up on Americans altogether. They reason that there is not enough demand to justify the risks.

"Following the big crisis there is a regulation tsunami," said Hans Kaufmann, a member of the far-right Swiss People's Party. An expert on banking issues, he has fought to preserve secrecy.
The forces arrayed against him are searching for illusory revenue, he said. "If they do not get what they had in their fantasy they always come back and say, 'There must be more money in Switzerland.' "

Switzerland has been trying to reach agreements with individual countries rather than be forced into full-scale transparency. The treaties with Britain and Austria would hand over a chunk of investment income to tax authorities in those countries while preserving depositors' anonymity.
Countries signing the agreements "only have to open their hands and money comes," said Mario Tuor, a spokesman for the Swiss State Secretariat for International Financial Matters, the main office that is handling tax negotiations.

The same arrangement is under discussion with Germany, which believes that its residents have hidden away about $200 million in Swiss banks. Leaders of Germany's main opposition party, the Social Democrats, have threatened to veto the treaty when it comes to a vote in the upper house of parliament in late November because they say it is too lenient on tax cheats.
The debate has some Swiss residents eager to find a resolution — one that would result in other countries backing away.

"Switzerland does not want to be under pressure from foreign governments," said Christine Hirszowicz, an emeritus professor of banking at the University of Zurich. "Switzerland is a small country. Its independence is all it has."
